About 12 coils — 5 of 1.5 mm², 5 of 2.5 mm² and 2 of 4 mm² — roughly 950 m of single-core copper, plus a tail from the sub-meter to the flat's board.
That is a 2-bed flat of about 900 sq ft wired to 33 points on 8 circuits, pulled through conduit, with 15% cut in for wastage; a coil is 90 m. The tail is the part that separates a flat from a house: you are fed off a sub-meter on a shared riser, not off your own service, and on an upper floor that vertical run decides the size. On cost, ask any quote which of three scopes it covers — wire only, wire plus fittings, or both plus labour.
A 2-bed apartment of about 900 sq ft covered area, wired to 33 points on 8 circuits, needs about 953 m of single-core copper conductor across the three coil sizes — 414 m of 1.5 mm² for lights and fans, 435 m of 2.5 mm² for socket and kitchen circuits and 104 m of 4 mm² for two AC points and a geyser — plus a 14 m earth run in 6 mm². Bought in 90 m coils that is 5 + 5 + 2 = 12 coils, with the earth cut off a coil rather than ordered as one. Those figures carry a 15% wastage margin and assume one level, a board beside the entrance and conduit routing.

Three inputs, multiplied. A flat differs from a house on the middle one: everything is on a single level and the board sits by the entrance door, so the average run is shorter than in a plot house.

Lights and fans: 16 × 9 × 2.5 = 360 m. Sockets and kitchen: 14 × 9 × 3 = 378 m. Two ACs and a geyser on 10 m runs: 3 × 10 × 3 = 90 m of 4 mm². Earth: 12 m. Raw total 840 m, earth included. Add 15% for cutting waste and failed pulls and that is 966 m raw, 967 m once each size is rounded up separately — 953 m across the three coil sizes plus the 14 m earth run. Divide by 90 and round up per size for 12 coils. Those 33 points group into 8 circuits — 2 lighting, 2 socket, 1 kitchen, 2 AC, 1 geyser — and with 20% spare that is 10 ways, so a 12-way board. A house is fed from its own meter on its own wall. A flat is fed from a sub-meter in a bank downstairs, through a riser that belongs to the building. The riser itself is the builder's and is sized for the whole stack; what you own, and what every apartment wiring list leaves out, is the tail from your sub-meter to your distribution board.
Take a 5 kW sanctioned load, ordinary for a domestic flat — read the real figure off your own meter card. At 220 V that is 5,000 ÷ 220 = 22.7 A. Hold the whole installation to 3% of 220 V — 6.6 V — and give the tail about half of it, 3.3 V, since the circuits inside the flat spend the rest.
A ground-floor flat with a 12 m tail on 4 mm² drops 11 × 22.7 × 12 ÷ 1000 = 3.00 V, and it passes. Move the same flat up to the fourth floor, 30 m of riser away, and only one size in the table still fits the same 3.3 V.

So the fourth-floor flat takes 10 mm²: a conductor rated 63 A carrying 22.7 A, chosen for the 30 m rather than for the current. 4 mm² carries that load on ampacity with room to spare, 36 A against 22.7 A; what it cannot carry is 30 m of it. A house split into an upper and a lower portion is the same job as a flat, twice, and it goes wrong in the same three places every time. Decide these before the conduit goes in, because none of them can be fixed after plaster.
Quotes for the same flat differ several times over, and it is almost never the flat that differs. It is the scope. One quote is the wire alone; the next adds conduit, boxes, switches and the board; the third adds the electrician's labour. Almost none of them say which, and comparing two quotes from different scopes is the commonest way a wiring budget goes wrong.
